The ILWA – The Association for Logistics Outsourcing (www.iwla.com) asked Congress to change the rule that reduced on-duty time for truck drivers to 14 hours, from 15, per shift. The Association noted that the regulation places an unfair burden on short haul trucking companies.
“This on-duty limit gives no consideration as to how much of the time an operator may actually spend in non-driving activities,” notes Association president and CEO, Joel Hoiland. “By its very nature, a larger proportion of a short-haul driver’s time is spent waiting for loads to be taken on or off the truck.”
The ILWA advocates a reversion to old Hours of Service rules for short-haul truckers. Under the old rules, non-driving activities were not counted as on-duty time.
