In a letter to the House Transportation and Infrastructure Committee, NITL took the position that any agreements on capacity should be negotiated between railroads and transit authorities. Such agreements should not be imposed by the government, it said.
NITL told its members that allocating more rail capacity to transit agencies operating commuter rail systems in the current tight capacity conditions would have a "direct negative impact on freight movements. . .."
"We would encourage you to remove the provision in the pending bill," NITL told the House Committee.
