Carlton, currently Assistant Administrator of the Maritime Administration (MARAD) at the US Department of Transportation, will begin his role as president of the 100-year-old NITL on June 1, 2008.
A ranking Senior Executive Service career official in the Maritime Administration, Carlton's duties included responsibility for international activities, policy development and implementation, legislation, economic analysis and strategic planning. He has more than 30 years of experience in domestic and international freight transportation issues.
Carlton has successfully negotiated market-opening bilateral agreements with China, Russia, Brazil, Vietnam, Japan and the Ukraine and has led efforts in the DOT to enact the Ocean Shipping Reform Act and in negotiation for the new UNCITRAL convention on cargo liability. He served as chair of the Maritime Transport Committee of the Organization for Economic Cooperation and Development (OECD) and as chair of the Committee of the Whole at the International Labor Organization.
