The port of Tokyo has become the 19th port to go operational under the Container Security Initiative (CSI) according to U.S. Customs and Border Protection (CBP). CBP and the Japanese Customs and Tariff Bureau concluded a CSI declaration of principles on September 26, 2002.
CSI, which calls for CBP officers to be stationed at the foreign port to inspect containers identified as posing a potential terrorist risk, became operational at the Japanese port of Yokohama on March 24, 2003.CSI is a reciprocal program. CBP offers participating ports an opportunity to send customs officers to U.S. seaports. Japan has stationed customs personnel at the Port of Los Angeles/Long Beach where the target and inspect U.S. export containers bound for Japan. Japan was the second country to station customs officials in the U.S. under CSI. Canada has also stationed customs officers at Newark and Seattle.
