His comments included a note that fair competition between airlines and stronger safety control were helping to consolidate the success of a regulatory regime which updates existing regulations that date back to 1992.

The 107-page document introduces stricter requirements on the financial strength of air carriers, reports Air Transport World. It gives carriers an opportunity to be heard if their operating license is suspended or revoked and it clarifies rules for public service obligations for air routes and simplifies rules on traffic distribution among airports serving the same city or metropolitan area.
