Port Authorities Urge Standards on Emissions

Linda Strout, deputy chief executive officer of the Port of Seattle, testified before the US Congress on the accomplishments of the US port industry related to air quality. In Seattle, the port is providing biodiesel at its Shilsole Bay Marina, shoreside power for Princess Cruises and Holland America ships (reducing the dependence on ship-generated power).

Strout encouraged Congress to enact legislation to implement an international treaty, MARPOL Annex VI that sets standards for reduced vessel emissions and she encourage Congress to fund the Diesel Emission Reduction Act, a federal program to help port authorities reduce emissions from older diesel engines. Also in her testimony, she urged promoting environmentally friendly short sea shipping alternatives by eliminating the financial barrier created by the imposition of harbor maintenance taxes.
