New President at NITL

Carlton, currently Assistant Administrator of the Maritime Administration at the US Department of Transportation, will begin his role as president of the 100-year-old NITL on June 1, 2008.

A ranking Senior Executive Service career official in the Maritime Administration (MARAD), Carlton's duties included responsibility for international activities, policy development and implementation, legislation, economic analysis and strategic planning.  He has over 30 years of experience in domestic and international freight transportation issues.

Carlton has successfully negotiated market-opening bilateral agreements with China, Russia, Brazil, Vietnam, Japan and the Ukraine and has led efforts in the DOT to enact the Ocean Shipping Reform Act and in negotiation fo the new UNCITRAL convention on cargo liability.  He served as chair of the Maritime Transport Committee of the Organization for Economic Cooperation and Development (OECD) and as char of the Committee of the Whole at the International Labor Organization.
