Monitoring the situation, the Owner-Operator Independent Drivers Association (OOIDA) says that if the leasing proposal moves forward there are ample foreign investors ready to plunk down their money to earn the right to earn back the case through tolls in long-term leases.

Among those looking to bid on the project are two who have partnered to gain long-term leases on the Indiana Toll Road and Chicago Skyway—Macquarie Infrastructure Group of Australia and Cintra Concessiones de Infraestructuras de Transporte SA of Spain. Another Spanish company, Abertis, is also reported to be interested in the Pennsylvania Turnpike as is one other, Fomento de Construccion y Contratas.
